I think it was the Treaty of Mutual Cooperation and Security between the United States and Japan since it was signed on January 19, 1960 It strengthened Japan's ties to the "West" during the Cold War era. The treaty also included general provisions on the further development of international cooperation and on improved future economic cooperation.

it probably wouldnt hurt to add that john kennedy won the presidential election over richard nixon. Kennedy charged that America was slipping behind in the Cold War, both militarily and economically.

The Treaty of mutual cooperation and security between the United States and Japan was signed on June 19 of 1960. The left was none too happy with the treaty and there were many strikes and riots that year. President Eisenhower had to cancel a planned trip to Japan due to the unrest. Eventually it all settled down and Japan's economic miracle then began in earnest. However, Japan's pro-US alignment and the US bases in Japan etc. would continue to this day.
