The space that connects the window and wall is painted over preventing it from opening. Is there anything I can do?

Take a metal scraper and put it in the space between the two windows and gently tap it with a tack hammer and do this on the top and bottom windows and then you still may need a crown bar to help you to get the window to raise up! Be Careful- you could break the glass so be very careful please!!!

yes you can. Yes just reformat your harddrive and reload Windows 95. hahah just kidding. Put a crowbar in and nudge it out. The paint will give way

There is a tool made especially for this job. You can find one at hardware stores, home centers and retail paint stores. They run under $10.

Cut the area where the sash meets the interior stop. You may also have to cut sash from the exterior stop as well. Good luck
