4secx - cscx = 0
4secx = cscx
4/cosx = 1/sinx
4sinx = cosx = √(1 - sin²x)
16sin²x = 1 - sin²x
17sin²x = 1
sin²x = 1/17
sinx = 1/√17
x = arcsin(1/√17)

I would start by writing sec(x) and csc(x) in terms of sin and cos. From there you can multiply through by sin(x) to get an easily-solved equation in terms of tan(x)...
