Texas Stadium was built without a retractable roof in the 1960's hence the famous "hole" in the roof (so God can watch the Cowboys play on Sunday).

Cost analysis suggested that creating a mechanism to make it retractable would be too expensive when you consider the age of the building.

However, the new stadium being built in Arlington, Texas, will have a retractable roof which will take 45 minutes to open and close.

No. They thought about it for awhile, but they are just building a new stadium in Arlington for the Dallas Cowboys now.
