Let us set the best norms for measuring the best person! You may add the time dimension also i.e. the best person during a particular period or for all times to come. You cannot bring God under this because he is not a 'person' in the normal sense and belief. The norms could be chosen from religion, philosophy, psychology, sociology and may be something more. Similarly personal likings or emotions or proximity need not be brought in if you are thinking of the person in the context of the 'world'.

George W Bush. He is the only person with the balls to make tough/critical/unpopular decisions. It takes a real man to be decisive and unpopular and principaled. Think about what this president has had to endure........he inherited a recession, dealt with a crash of the stock markets which was a loss of 5 trillion dollars on paper, dealt with 9-11, anthrax attacks, pentagon attack, space shuttle explosion, an assasination attempt on May 10, 2005, while Bush was giving a speech in the Freedom Square in Tbilisi, Georgia, Time magazine Person of the Year, North Korea nuclear mental midget Kim Jong il, Iranian nightmare at present, 2005 in which 3 major hurricanes hit the USA, skyrocketing energy prices.........and amid all of this the man can still smile, the economy is zooming and has created 7.5 million jobs during his tenure, tax receipts are at historical highs, home ownership is at record levels and we have no new terroists attacks. George Bush is the man!
