Basically whistle blowing in a company is a tool for
containing economic crimes in corporate sector (including
allies like the Depositories, Share Registrars, etc.) and,
thus, promote ethical behaviour among the rank and file.
Whistle blowing is termed ‘internal’ when an employee
airs his complaint internally and ‘external’ when an
employee blows the whistle outside the organization eg.,
to media or a regulatory body.

To actually "Whistle Blow", the employee must tell of the illegal act to someone outside the company. It must be a government or law enforcement agency.

If the employee just complains to someone inside the company, that is not whistle blowing, and the employee is not protected by the whisteblower laws. However, the employee may be protected under other laws. For example, it is illegal to fire someone for complaining of sexual harassment or discrimination.

It's an incentive for people to inform on others in an organization when that other person or persons are engaged in illegal activities such as embezzlement, industrial and foreign espionage or any other illegal activity , sometimes in exchange for immunity from prosecution for themselves if they are in volved in that activity.
