Yes, to me it looks like a person can't decide what season it is. Just doesn't look right to me.

It depends on whether they match and what type of short shorts were talking about. If it is a booty short and you have a nice booty than yeah as long as the sweater isn't overly big. If it is a pair of the long shorts, but your to big for them length wise then no don't wear a sweater.

It depends on what the sweater is made of and the cut. Lacy cotton crochet could look good, and I've seen sleeveless hoodies. Thick wintery wool would give your outfit an indecisive look. Although if you wore opaque tights and boots, even that might work.

depends on how short your shorts are.
If they're like.. till the middle of your thighs, nope its not wierd.
but if they're like... you know.. too short for modesty.. heck, you might as well take the sweater off.
i suggest, jogging pants :P

most times it doesnt lok good. if you know how to wear it though and dependidng on your body it could look really cute
