Whats the name of the art with a lot of paint spots , lines , flowers , more spots ,circles, trees skulls and a lot of stuff together like this image in the following adress:

What you posted a link to is actually photoart. In other words, photographs that have been altered.
If I were to categorize it I would say it was simply a style of graphic art.

My guess would be "Abstract Art" or "Pop Art" which was popular in the 1960's and early 70's. Please note similar works by artists such as Andy Warhol (which the wallpaper example reminds me of) and Peter Max (petermax.com) which is one of my favorites as well.
