don't use oil on water based paint all you will have is an oily mess...use WATER and plenty of it....get a carpet cleaner and make sure you get all the water out of the carpet...pretreat with some spray, like Woolite-Oxi...just run the carpet cleaner over and over the spot till it comes out ( I own my own carpet cleaner and I get everything out of my carpets with it, paint, pet stains, oil,
wood stain...sand, I live in FL...)

Take a paint scraper and brush the paint area. If there are still larger areas that you can not break up, use a razor blade and carefully "shave" it off. Vacuum up what you break apart. Then clean the area with an Ammonia Solution - Mix one tablespoon of household ammonia per cup of water

Try linseed oil. You can find it at your local hardware/pain store.
