The preferred word is dwarf, or little people.
You don't see as many dwarfs as you would have seen 50 or 100 years or so ago, because the most common cause of dwarfism, pituitary deficiency, is usually treated at present time, with growth hormone supplements. About 1 in 1000 humans have a pitutiary deficiency and would be dwarfs unless treated during the growth periods of childhood. Most receive this treatment, because the short stature and other health problems associated with pituitary insufficiency can impair quality of life.
The next most common cause of dwarfism is Achondroplasia caused by a mutated gene. It occurs in about 1 in 40,000 people, and is often associated with serious health problems as well. People with Achondroplasia are often mobility impaired and use wheelchairs, so the height difference of a person in a seated position wouldn't be as noticeable to a casual observer.
There are about 200 causes of dwarfism in humans, rarer than these two. Insular dwarfism is an adaptation by a subspecies to an environment. It is possible that there may be groups of humans who have taken this evolutionary path, but this is not certain.

First, they are not midgets and they are called little people or dwarfs. It is a big deal to them. Midget is a slang word like the N word to them. I see little people in my city of Los angeles. They exist just like you and I. They are born with a disease called dwarfism and because it is a pre existing condition of birth, this country's insurance won't cover them for health. How about that for fairness?

They do go out in public. I don't know why you haven't seen them. Some of them might not like the attention, though. I'm sure they don't appreciate being made a spectacle (not that I am implicating YOU).

Willy Wonka has gathered them all up and they live and work in his factory and are now called Oompa Loompas. They have medical, 401K, and a fantastic retirement program. As a matter of fact, regular-sized people have been trying for years to sneak in by walking on their knees, they want to work there so bad.
