no matter how much I reboot. plus the screen blinks on every character I type. Its as if I can't get it out of safe mode. What's wrong with this computer besides being a relic of the 20th Century (Windows 98)

Wee you able prior to the degrag ?
If so then ...

The defrag process must have attempted to correct an invalid file pointer, structure or corruption relating to your video card driver files.

Just reinstall them.
You may find other issues arising due to the corruption ... don't be surprised.

The computer itself may not have the proper hardware for anything more than 16-bit. Look into drivers for the video device and motherboard. Also check the videocard to see if it's capable of anything higher than 16-bit.

That usually means you dont have the correct video card driver. Look on your video card and update the driver in device manager.
