An Arkansas license only gives you rights to drive in the US. When you go to Europe, you'll need to apply for an appropriate license from that country.

If you are only moving there temporarily for a few months, you can apply for an international driver's license. (You'll have to check your yellow pages for a place that administers tests for an international license) This will give most people the right to drive temporarily in another country.

However europe has a very good mass transit system, and gasoline and diesel is very expensive in Europe. It costs about $5 us dollars/gallon for fuel there.

It depends on where you're going. If you're going to a small town, you don't even need a driver's license! (that doesn't mean you can go all crazy=) The government there is different than in the states. If you go to the city, as long as you have a valid drivers license, you'll be ok. The age is not much of a problem. Just make sure you drive safe. The roads overthere are not as safe as the roads in the states. All the students in Mexico drive I dont see why you wouldn't be able to do it, you're a tourist =) Have fun and be safe!

If you plan on moving i would get their drivers liscence just to be safe. And just to warn you driving in europe is a lot more dangerous and crazy than in america

here is a list of the minimum driving ages: 18 in France

And the further documentation you will need when the time comes:

You can still drive scooters and mopeds until then!
