I just wanna know is it is necessary to manually flush DNS after you cleared your cache and wiped history?

No.... there will be no stored DNS to flush.

When a request is sent for a site, you receive an IP address back, to tell you where the site is.

When you flush the cache of a DNS server it's like clearing your browser cache, the server is forced to go out and find the IP address, whether it has changed or not.

Clearing the cache means it has no record of the site's IP address and has to re-request it, and update itself.

Normally you only need to do this if there is an issue getting to a website. Always a good thing to clear browser cache of course.

In a hypothetical situation if your friend who is on a different ISP is able to get to a website, and you are not and you have already cleared your cache then yes flushing DNS files might fix the issue.

On a normal day to day basis of internet usage no you should never have to do this.
