Emotionally constipated could mean that there emotions are bundled up inside them and they are unable to release them, by talking to someone.
Emotionally soiled themselves, might mean that they really put on a show, and embarrassed themselves.
These are only opinions.

The first one would they are encapable of expressing theirselves emotionaly. The second would mean their emotions flow too freely.
