As said by someone else it's the 2 teams in each conference with the best records with one exception: That coach cannot coach in 2 straight all-star games.
Example: Detroit Pistons coach Flip Saunders coached the East last year. If the Pistons had the best record in the Eastern Conference this year (which they don't but for argument sake let's assume they do) then the team with the second best record would have it's coach coach the East squad.

whichever team has the highest record, the coach of that team will be the allstar coach.
