The standard form here is (x-a)^2 + (y-b)^2 = r^2
SO, rearrange-
x^2 +2x +y^2 + 2y = 23

Add 2 to both sides
x^2 +2x +1 +y^2 + 2y +1 = 25

Simplifies to
(x+1)^2 + (y+1)^2 = 5^2
