Id use the 5 why's approach and cause and effect diagrams to research root causes, Which are many im sure.
Demographics, baby boomers, US economy failures, addictions, etc,,, will be contributing more and more to all of these.
Business owners vs sympathy from the community?
Willing to help themselves or just plain lazy?
Normal vs way of life!!
Refusal of help vs self help!!
just some thoughts!!
