My car does not start. We tested the PSI on the holes where you put the spark plugs and they were, 45 50 55 60. The engine is flooded with gas we are assuming because the plugs smell like gas.

Your low compression could be a result of the rings being "washed out" from car being flooded. Pour a very small amount of motor oil into each spark plug hole. Crank the engine several times (MAKE SURE YOU HAVE THE FUEL PUP/INJECTORS DISABLED) then screw the spark plugs back in, put the ignition wires/coils back on. Start the engine, you may have to depress the accelerator a few times. (not for fuel, but to open the throttle and allow more air to flow in. Once it starts, or is really close to starting, re-enable the fuel system.
You car should now start. Checking the compression on cold engine is not an accurate way to find out if the engine is "toast".
Always check compression on a HOT engine.
After you have drive you car for a few minutes, and the engine has reached operating temperature, recheck the compression.
Also, try to find out why the car flooded. Could be an inaccurate temp sensor in the cooling system, could be you started the car, moved it a short distance and shut it off, could be a few things.

I would definately fix the flooding problem first.If you get enough fuel in the cylinders you could lower the compression and if enough gas gets into the oil you could ruin the engine once you start the car.I recomend you change the oil once you get it fixed.Also that compression is not high enough to even start a engine.

Flooding will wash the rings, pour a little oil in the plug holes and try again, if it does start get an oil change asap.

check your timing belt it is out of position that is too low of compression.
also if you believe the low compression is due to fuel in the cylinders just perform a wet test. (add a small amount of oil)

compression should be from 130 to 150 , this motor is toast , not from the flooding , just age .
