Like terms means having something in common. So, the two pairs of 'like terms' in your question are 14.2z & -9.6z (since they have z in common), and, 11.9 & -15.2 (since they are variableless). First pair them up & them do relevant calculations. So, the simplification goes like this :
(14.2z - 9.6z) + (11.9 - 15.2)
=(14.2 - 9.6)z + (-3.3)
=4.6z - 3.3

Collect the terms with respect to each power of z, including z^0. This gives: (14.2z - 9.6z) + (11.9 - 15.2). Simplify each set of parentheses, and you're done.

you do it how you would with whole numbers:

(14.2 - 9.6)z + (11.9 - 15.2)
= 4.6z - 3.3

14.2z subtract 9.6z

11.9 subtract 15.2

4.6z now it is positive and 3.3 is negative so

4.6z - 3.3 is your answer
