A slab has the perpensity to allow moisture up through it and should be insulated with styfofoam or another type of vapor barrier from underneath.
A raised foundation would be better in the long run to gain access to any plumbing or power lines that would need to be repaired or replaced in the years to come. It is easily insulated, and the best way to go in the long run.

a slab foundation is less expensive to install but it limits your mechanical building options ( installation of heating, plumbing and electrical) and limits the your access to these systems after the house is built. when properly done with a vapor barrier and properly insulated and care full planing for your future needs they are a reasonable option.
