It's been a considerable amount of time. Though it feels that the muscles are not fully healed, should I not have the majority of my strength back and not be feeling any pain in the palm and wrist?

You need to talk to the doctor. Have you been doing the exercises?

Much will depend on the type of carpel tunnel surgery and what was done. I had it done and was in almost full recovery within 6 weeks. However, I know someone who had a more extensive surgery, and it took several months for him to recover. Only your doctor can tell you what to expect. Getting in touch with your doctor or his/her nurse will be helpful and ease your mind.
