You mean the University of Pennsylvania (often referred to as Penn) vs. Penn State University? The University of Pennsylvania, which I believe is considered an ivy league school, is in Philadelphia. Penn State, also a good school but not an ivy, has many campuses. The main campus is in central PA. If you are, instead, asking about the many universities whose names end in University of Pennsylvania, that would be every state university in the state. (don't ask me why somebody thought that was a good way to name them) There are a ton of those and you will definitely need to ask a more specific question if you want to know about one of them.

University Park, in central PA is the most competitive to get into, but I don't know of any campuses that are "bad".
