Sounds like a heat pump. They will use the outside unit . It runs the a\c in reverse and it will blow a little cooler then electric or gas heat. Best way to save with a heat pump is to set the thermostat where you want it and leave it thereThis will keep your heat pump from working harder than it needs to.

If all works o.k., except the fan your talking about, check your thermostat and on it is a fan on or auto switch.
If its in the on position the fan will always run.
If its in the auto position the furnace decides when the fan needs to run.
Note, there also may be a fan on or off swith on the furnace too.
If this is not the case, then you may a limit switch tripped and you will need to contact a HVAC professional.

Most thermostats have an on, off and auto position switch. If the switch is in the on position it will run continuously. If the switch is in the auto position and still runs continuously, your thermostat needs. to be replaced. They are not expensive and come with easy to follow installation instructions.
