This government is very unstable and relies on coalation parties to maintain parliamentary majority. It's not quite doing the job which the all-powerful Indira Gandhi govt. did two decades ago to reform the villages. This government is only reforming the country's urban economy and foreign policy while damaging India's stand on NAM.
However, when it comes to governing states, I think it is doing a good job. The congress-led state governments of Andhra Pradesh, Delhi, MP, excluding Rajasthan have done quite a bit in empowering agriculture and terrestrial irrigation. I would compliment the AP government for the way they've handled Telangana-separate-state issue, so far.
If you rewind six years, during BJP-coalation govt., you still had the PM and the then BJP chief, LK Advani in the picture but the PM atleast seemed to be a person on par or greater in stature than the party chief. This is not so today. You have the all-powerful Italiano, Sonia Gandhi who, kind-of, runs the government proxy the PM. We don't know the truth, nor can we dismiss the theory that the PM is not the all-powerful leader of the Indian Legistation.
The strength of this government lies in its:
>Coalation parties who are overwhelmingly powerful in the regions they've won elections in.
>The newer, more radical set of Civil Servants who 'ARE' doing their jobs.
> The FM, P. Chidambaram who is t-h-e man for the job.
> The fact that the PM is an intellectual.
Pros of the government in a nutshell
> Radical improvement in GDP and growth rate.
> Made the country a wonderful place for foreign investments.
> Efficient state-governence.
Cons
> Changing the foriegn policy for the worse.
> Soft on terror. Bad stand on national security.
> Disinvestment/Decommissioning PSUs
> Pathetic levels of corruption.

This question would be a dicey case as on one hand it is trying to develope india and on the other hand its killing poor and middleclass faimlies by putting on new rules and regulations so this is not exaclty the answer of your question but it does works by how you place your self in this question i.e a rich person or a middle class person and automatically when you decide who are you you will be able to work out that is congress really doing a good job or not.Just think by placing your self in both the categories and think all the bad and the good aspects about both the categories mentioned by me keeping the government in mind and then work out wheather this government is helping you or not.
