I certainly do tip the delivery person, but what you do is basically up to you. But consider it this way:

1. The $10 delivery fee mostly covers gas, insurance, and wear and tear on the vehicle used to deliver. Whatever might be left over has to be divvied up between the owner and delivery person, although I'm sure it's not 50/50.

2. Like wait staff, the deliverer most likely earns almost nothing as base pay. Our waiter the other night says his base pay is $2.16 an hour!! WHAT!

3. If you get your groceries delivered frequently, it may be the same deliverer. It would be nice, AND SAFE, to have a familiar face every week. Certainly a tip of $5 ot more would make a difference in his/her life, and in yours too for being so generous!

I'm not one that believes that every job should be tipped. With waiters and waitresses it is different. Their hourly wage is lower that other jobs with the intent that the customer can determine a higher wage by tipping. If your service is just adequate, a minimum tip but if service is excellent, a higher tip. It helps encourage good service. As far as the grocery delivery, I would probably just tip a couple of dollars if the delivery charge was $10.00.

I think it partly depends on where you live...I live in Las Vegas and I think it's pretty much acceptable to tip anyone and everyone who is providing any kind of service. But there was a time (before I moved here) that I didn't feel like everyone, like the grocery delivery man should be tipped.

Yes...it is customary to tip people who deliver things to you (and mostly anyone who provides some sort of service, i.e. taxi cab driver, hairstylist, waiter/waitress, etc.). The delivery charge usually does not go directly (or fully) towards the delivery person so it's nice for you to show your appreciation with a tip...after all, they are saving you the trouble of having to go get your own groceries.

My habit is to tip when a special service/delivery is rendered regardless, but ask the business if that applies as part of a tip. My experience is that normally it does not.
