I think there is a committee who scouts out locations. there have been approximately 9 superbowls in miami and new orleans so i am assuming you have to have a people friendly , lively, lots to do or enough places to party at and house the people that come. they should try houston or dallas some time. San antonio would be great but i don't think the nfl considers san antonio nfl worthy. they don't know what they are missing.

The league determines a few years in advance. Weather, facilities, and of course revenue all play a major factor.
