there are several data recovery programs out there, and as long as the portion of the hardrive that the information resided on is not already rewritten to something else you can recover them, if they are pictures you may not get the full picture back, just do a search for file recovery at http://www.download.com to get started.

there are many programs for this, i have used pc inspector file recovery in the past, it's pretty good. ps most of them cost money.
and by the way, system restore does not affect your own files at all, it will not bring back deleted files, it works with system configurations and such, for example if you mess up your network settings and your internet ceases to work
