You can open a Paypal account free anytime.
You can accept Paypal payments from others as long as they have money in their accounts.
In order to have Paypal process an Ebayer's credit card to pay you, you must have a Mercjhant account, meaning you will have to supply and verify your bank account number. Paypal will also charge you a small fee to process credit card payments.

if you setup a paypal merchant account you can accept paypal, it doesn't matter what your rank is.
