I will explain:
1. A war-time president literally is given dictatorial powers. They are allowed to make decisions without congressional approval. Without this war and with both the Senate and House majorities being Democratic, Bush would be rendered powerless.
2. The Republican party needs the war to continue through the election of 08. The reason is that most Americans still hold on to the belief that Democrats are weak on military actions; therefore, as long as the war is still going on, they have a better chance of keeping a Republican in the oval office.

Starting a War is always easier than ending it because to start its in one's control but to end its not, War does not solve problems instead it aggravates them, in light of these facts its not upto President Bush or anyone to get out of Wars they opted to start but its possible to find Political solutions to Political problems and withdraw with honour.
