Stirred and mixed together the oil will emulsify trapping the water molecules in and around itself giving it a very milky appearance and no matter how long you let it settle will not under normal circumstances separate back out. There are exceptions to this as pH and temperature or the addition of sodium chloride with help separate the two and two phases will form, but there will always be an emulsion layer between the two liquids.
