The question could be taken one of two ways, depending on what the asker thinks the purpose of affirmative action is.
At first I agreed with the other posters, that the question was implying that other groups are being taken care of and asking if that made the program effective, even if the Africans with predominantly American roots weren't benefiting much.
However, I reread the question and thought of a different interpretation. Affirmative action was not really intended to help immigrants, but to make sure that qualified African American candidates (as well as people of other races) were given equal opportunity to participate in sports, go to colleges and get jobs. It seems that the question might be asking whether affirmative action is serving its purpose if those people get only a minimal benefit, instead of a large one.
I guess it's kindof like if someone has a car, but it only drives at 25 mph. Is the purpose of having the car being served? You could say yes or no. Yes, because the person still has transportation that they wouldn't have without a car. No, because the person still doesn't enjoy some of the perks of having a normal car. Does that make sense? Just knowing what I do about affirmative action, I would imagine my new interpretation might be closer to what the asker intended.

If an African American gets a small benefit from affirmative action instead of a big benefit, is affirmative action successful?
lets try again.
The question wants to know if a small measure of success is attained by affirmative action, is the program a success? Your answer must highlight why or why not, and reflect the issues of African Americans.

Action is being taken to benefit people with African Heritage roots. Do you think the purpose is being served if people with mostly American roots are just being served a little?
I think the purpose is being served because if you have mostly American roots, then you should not receive benifits that are supposed to be going to African Americans.

This question asks if it's fair that only African Americans that are native born get only some of the benefits of affirmative action.
You're right, that is pretty complicated though.

i think its saying is it fair that african americans, who are techinicly american because they they were born here and so were many generation before them, dont benifit much from watever the action is that the question is talking about.
maybe?
