It could be either a physical problem or an electronic one. Try to cover the physical first by ensuring the water outlets are fully open and if they are 'switched' hot for cold, does the problem still happen?
If you're happy with the water source and pressure and flow, plus none of the filters are blocked, then there must a trip switch not opening the cold flow inlet at the right time in the wash-cycle, and that will require a call-out from a technician.

Not sure I understand you... you got a new water heater, or you changed the heat setting on the water heater? Since the hot water is working on your washer it doesn't seem likely that a new water heater, or a change in temperature would affect the cold water flow. First, check to see the cold water is turned ON at the valve behind the washing machine. If it is, turn it off, disconnect the hose, and check the screen in the end of the hose. The screen is designed to keep any sand or such that might enter the water line when it is being worked on from getting into the washer. Sometimes, mineral buildup causes the filter to stop up. You can clean the screen with commercial preparations (CLR, or Lime Away) that dissolve these minerals. Soak the screen for an hour and brush it with an old toothbrush or such. If there is no problem with either of these things, there might be a problem with the washer controls. Most controls are electronic, and if something goes wrong you have to have a repairman replace the control mechanism. Below is a link to a help site. Good Luck.

Turn off the cold and hot water supply lines and unscrew the hoses. Check to see if there are small mesh screens in the end of the hose, if so then remove them and clean them. These are to keep sediment out of your washing machine and will often times get clogged and prevent water from flowing into your washer. If you dont have a clogged screen or dont have a screen you might put a small pan under the cold faucet with the hose disconneted and turn it on slightly to see if water actually comes out of the spigot. If so then its a clog between there and yoru washer, if not then you have a plumbing problem.

First check to see if you have cold water to machine as lots before me said. If so it's probably the fill valve which is a solenoid valve located on the inside of cabinet near back. Where the supply hoses connect to the machine. If hot is hot and warm is warm it may also be the selector switch itself. That's inside the console or dash on top of machine. Could have a wire off or I have seen mice build nests in console during winter for warmth. Sorry, not to say you have mice but you'd be amazed at where they can wind up and the damage they can cause.

FIRST PULL THE HOSES OFF OF THE MACHINE AND CHECK/FLUSH THE HOT AND COLD INTO A BUCKET. CHECK THE FILTER SCREENS LOCATED IN THE HOSES AND IN THE INPUT OF THE FILL VALVE SINCE THEY CAN PLUG UP SOLID. IF YOU GET GOOD WATER FLOW FROM BOTH HOSES PUT THE HOSES BACK ON THE FILL VALVE.
NOW TEST THE FILL OPERATION AND IF IT IS THE SAME IT MEANS THE PROBLEM IS A BAD FILL VALVE OR TIMER OR TEMPERATURE SELECTOR SWITCH. RATHER THAN ANSWERING ALL THESE POSSIBILITIES IF YOU CAN GO A LITTLE FURTHER AND THEN ASK A QUESTION IT WOULD BE BETTER. ALSO I WOULD NEED YOUR MODEL NO. AND SERIAL NO.

Sorry can't remember the name of the part you need. I just had this problem last year. Where the water hooks into the back of the washer there is usually a little panel. Behind that panel is a part that regulates the hot and cold. Look in the phone book for a place that sells appliances and see if they carry parts. I fixed mine myself for under $15. Good luck.

Either the hose is disconnected, which is unlikely, the cold water is turned off, or if it's cold outside where you are at--maybe the line is frozen! I'm in Minnesota, it's 12 below right now here!

Try checking the line/pipe right behind the washer. There should be two knobs/handles of some sort. One is for hot and one is for cold. If the cold acidently got bumped that could explain it. Best of luck!
