Does Amanda Bynes stuff her bra? She is flat chested in some pictures and isn't in others... I don't get it. What do you think.

Her face has not changed much with age, so it is tricky to tell, but if you look at her photos over time, she does not appear to stuff her bra, it is just that she has developed breasts as she has gotten older.
Also, could depend on the bra she is wearing. Some will push you up higher, and some are padded. As for the one where she looks older and flat, she is laying down and is wearing a bikini top, those are not the best at support there, so it probably is just squashing her breasts there.

She is pretty much flat-chested, she might be stuffing it, but there is also a bit of an age difference on those photos, but not much, so it is probable.

i think one of the pictures you have was a younger one, when you get older your boobs get bigger, and also, some bras will push you up, especially the ones with the tube top,
