making anime characters?

does any1 know a place where i can learn to create my own anime characters for a comic book im making? i can draw the characters, but i need to know how to make them up first.

I know of a kid who used to do anime cartoons. All she did was buy an anime cartooonbook, and started copying the drawings on a pad of art paper.
