Well, if it was explained that it was homework and they understood it was homework then if no one did it then I would give each of them a 500 word essay on the importance of follow through skills. The grade would not be influenced by flattery and in fact would be lowered by any butt kissing.

Have them all do it in class and no playtime for all of them.Do it with them in class and ask each one separate why they didn't do it.Don't except answers like:I don't Know or because.
Make sure you ask them separately alone so other classmates don't hear them and use there excuse.
To me this is what a good teacher would do.
Explain that you care about them passing. And say with a smile Now you have to stay inside and spend time with me isn't it going to be great?
But wait what grade are we talking.I'm thinking elementry school.
Just try to get to the root of the problem in this way. There's many angles in this method if you use your imagination.
Bring each student closer to you.

I would offer incentives for homework turned in, i.e. class turns in all their hw, and they get to go on an amazing field trip(always worked for me in grade school & jr. High) If that doesn't works, I would call each of their parents and request a parent teacher conference. Teacher-parent coalition would deffinately get them to turn in their hw.

Give them a seatwork. A difficult test the next day. Call their parents if they are too stubborn. Have a graded recitation and the one who can't answer will do the reporting on the next chapter.

I am a teacher and I don't assign homework. If a teacher has to assign homework they haven't done their job.

schedule field trips to the local jail. Maybe a day with the janitor, a trip to the mall for some financial education.

Dang it! Somebody already got out the ruler. LOL
I guess I would make them miss recess to make up the work.
In our schools here they call it "quiet room"
Kind of like detention, but during the day, not after school.

If NO ONE did it I'd reason it was my fault and do something to correct it. If only some people didn't do it, they'd get a big fat zero.
