Properly designed, a muffler resonates (determined by exhaust pulses) and leaves a slight vacuum after each exhaust pulse, causing the vacuum to appear at the exhaust valve just as it is releasing more exhaust. This increases the efficiency of the valve action by literally helping to suck exhaust out = more power. Sometimes this is called a 'tuned exhaust'. The baffle reduces noise and removing it may actually interrupt the intentions of the design! Best check with the manufacturer.

Short of shoving it off a cliff, there is little more speed that you can reliably gain and indeed power as well. Of course any engine can be tuned but economically and practically you will see little difference even if you throw a lot of money at it. However Kitaco and Takegawa do provide a wide range of parts that you can fit to your bike so Google them and you will get more detail. To be honest though if I were you I would bite the bullet and adapt to another size of bike. Please also post these enquiries in the mororycle section and not the racing one as you will get better response and also not clutter up the racing section.

What that will do is give a bike with 16 hp maybe 17 hp.

What it is guaranteed to do is PISS OFF all your neighbors and everybody that has to hear that POS without the baffles.
Leave it alone.
