There are a lot of cities on Puget Sound, but of the four you listed only Tacoma is. Portland & Vancouver are both way too far south and Spokane is landlocked and only a couple miles from the Idaho border.

pkybvir's right but if you're talking about Vancouver, WA. But Vancouver, B.C. it's just north of Puget Sound behind Vancouver Island,
