Unlikely yes, but is it possible? I'm not talking about clones or with any type of human interference.

It is possible for dinosaur-LIKE animals to evolve, but not true dinosaurs. This is because the true dinosaurs have all gone extinct. Although there are some reptiles that are referred to as "living dinosaurs," these are not really dinosaurs at all. Crocodilians are a good example. They aren't dinosaurs. They are reptiles. Ditto with birds.

However, the traits that dinosaurs had which differentiated them from other families such as birds and reptiles could always come back. Unlikely, yes, as you said, but still possible. However, if that were to occur, they would not be dinosaurs, even if they mimicked every single dinosaur trait. They would be an entirely new class of animal.

Given the right selective evolutionary pressures, there could be some animals which could evolve to look similar to dinosaurs, but the answer must be No.
Because evolution is a random process, relying on mutations surviving in preference to others. There is no direction involved. The world as a whole may have changed too much to support such large numbers of large animals.
We'll just have to rely on Hollywood for our dinosaurs from now on.
