I agree with the other responses. If your PC keeps destroying hard drives, it is time to buy a new computer...but here is some ideas for you consider.

If your PC is a custom built machine it uses an ATX tower and may have a short in the case somewhere.

Your power supply could be malfunctioning and sending wrong voltages or unsteady voltages to your hard drive.

Power supply's are cheap (around 30-40 dollars for a decent 350-400watt supply). I would recomend buying one from staples and trying it out, if all fails, you can jsut return it and say it was the wrong size for your PC or somehting.

You could also take your power supply OUT of your case and take it to a PC shop to have it tested for like 5$ if not for free :)

There's no reason to do a voltage check on your house. The power supply itself makes up for general line faults.

Now It depends on what you mean by failing hard drives and at what point during the computer start up that the hard drive fails.

Does the BIOS detect the hard disk(s)? Windows or the OS you have?
Are the hard disk(s) spinning?
Are the hard disks SATA or IDE? If IDE are you using an 80 core data cable if required?
Are there burnt marks at the hard drive power connectors?

Can you elaborate further?

If your hard drives keep failing I'd first do a voltage check on the wiring of both your house and the computer. It's possible that the computer's power supply is flakey.
