You can wash them with 1 cup of ammonia in a gallon of hot water to get rid of the nicotine.

There is a great flat enamel paint on the market that doesn't wash off, but it sounds like you don't have that. The reality is that you're going to end up repainting, especially if you have a security deposit at hand. If you do repaint, buy Behr flat enamel at Home Depot...only about $20 for a gallon, but well worth it.

If you are trying to get the smell off, you won't. Paint it, it is easier. Also add a couple of drops of vanilla to a gallon of paint.

If you need to wash marks off, made by metal like alunimum - use some Ajax or Comet on a cloth and get the spots. Basically you are removing a thin layer of paint to remove the mark.
Then wash a larger area with a water only(maybe a little dish soap) to take off the oil based dirt. That will get off hand prints.

I would use a mild cleaner like Simple Green and then clean with a new disposable sponge mop. I've done this before. I fulled up a bucket with warm water and simple green then used to sponge mop to scrub the walls. But if the paint was super cheap paint it's not going to hold up to a washing. Try a test area first.

For the ceiling, I painted. I got a primer that would cover stains then painted over it.

Unfortunately the more you try to wash them the more stained they are going to look. I made this same mistake and lived with it for about a year. I made a pact to repaint with semi-gloss recently and it is the best thing that I have ever done. I love the new washable look...I know it is a lot f work but you will really enjoy it in the end.

I am actually washing walls myself and I have found out that Mr. Clean erasers work really well, but if you use them you have to go back over it with like an all-purpose cleaner cause it kinda leaves a spot but it is totally worth it if you have crayon or other really hard-to-remove stains on your wall

mild soapy water.... don't scrub too hard, paint will come off.

Porter Paints sells "Silken Touch" the next grade above flat paint...it is highly washable.

If you don't want to use bleach, then the best that i know of would be to use a comet cleaner or something at the store that does not streak or distort.

Try Magic Erasers, they seem to work well for me.
