Virtually non-existent. Please don't forget that You are talking about a period of time towards the end of "The Great Depression" when men in the work force would do just about anything to hold down a job. A quick example. The Hover Dam (formerly 'Boulder Dam') was constructed between 1930 and 1936 with such poor safety conditions that the men actually tried to form a union but were taken to court by both the construction company and the State of Nevada. Men using 'jack hammers' were suspended from ropes on the side of cliffs, 700ft above the floor of the valley, without safety helmets. The two main diversion tunnels were dug out by manual labor in an atmosphere of, not just heat and dust, but also of reduced airflow and a high level of carbon monoxide. Many men suffered irreparable damage to their lungs whilst many others died from this poisoning. During the pouring of the 4.5 million cubic yards of concrete at least 12 men lost there lives by being drowned or entombed. Of the 8,ooo workers on the project something like 230 men were either seriously injured or lost their lives. And this is the sort of work place environment which was the 'norm' only one year prior to 1937. Industrial arbitration nor Occupational/Environmental Health and Safety issues were of little concern prior to the commencement of WWII. It was not until about 1942 that American Workers safety became a political issue (there was a war on at the time and workers suddenly became "valuable").
