Somewhere close to never. But that's just my opinion. Production hasn't even started yet, they haven't figured out a director/writer/actors or anything yet, the only thing that's done for sure is that 20th Century Fox bought the rights for a live action movie version and registered a domain name until 2008 "dragonballz-movie.com" but there's nothing up on it.
They've been talking about his for 3 years now and since that time DBZ's popularity has been waining, the kids who were around when it was super popular have grown older and the newer gen tv shows are honestly quite crappy (in comparision to the old ones) If one was ever going to be made then I'd say another few years if at all.
