This started today. He floats about 1/2 inch above water and has a very hard time trying to swim down.

He is not floating on his side he is floating in his normal swimming position. he just has a hard time swimming down.

Sounds like he is having a problem with his swim bladder. Try doing a 40% water change - using spring water (not tap, not distilled - it has to say spring water otherwise you'll kill the fish faster) and cleaning the filter if your tank runs with one. Keep changing the water once a day, ideally twice.

Visit a local aquarium shop and tell them the breed and age of your fish and describe when the problem started. It could be a disease to which they will be able to give you something to add to the water to treat him.

Good luck. I've had this problem before and my fish are going on 5 years old now, still happily swimming around and begging for food.

even as the body begins to decompose it creates gases, the gases is what makes the body drift, it occurs to all varieties of existence, fish, whales, etc.. If someone does no longer comprehend the thanks to swim they panic and handle water why they drown, yet in the experience that they were to loosen up and lean lower back they could drift as well, it only takes extra means to stay a drift.

Change what and how much you are feeding him. Let him pass whatever is in him before you feed him again. Worst case it is a swim bladder disorder, but it is usually to old food. You want to rule out constipation before you try to medicate for swim bladder disease.

The only thing I can think of is he his short on oxygen. If the tank is overcrowded you might want to buy an oxygen pump for your tank...
