Well its like the smiley for a heart, just like " :) " is a smiley for smiling. And im thinking that it probably means "love" cuz hearts usually stand for that.
Oh and of course if you wanna look at it mathematically, "<3" means "less than 3".

That symbolizes "less than 3" meaning that the number or term to the left of the < symbol has less numerical value than the one to the right.
Dang, I don't know how they can answer like that in the Math section.
