condom in husband's travel bag on 2 separate occasions. She says she is not sure what it means and is not 100% proof of anything. Doesn't this mean cheating?

No, it certainly does not. It's possible that this is an old condom that you and he might have used at some time in the past and he keeps it for sentimental reasons. This is a fairly common occurance in couples who have been married more than 4 years. The love is fading and when the man is forced to go away, he feels empty inside without you. Thusly, he carries his dried sperm around in a latex sheath.
I mean really, wouldn't you?

Well he is either cheating or thinking of cheating. He would not have to have condoms in his bag unless his wife is traveling with him.

This surely would raise suspicions... She needs to ask him why they are there and where he is using them at... Is he using condoms with her at all??? If not then more then likely he is being unfaithful i am sorry to say. Is he acting like he has something to hide and has she told him what she has found yet and confronted him about it?

Well I may be no rocket scientist, but something sure smells fishy.
He may not have cheated, he may have cheated,, who knows. But he armed himself with the tools do cheat so the INTENT OF CHEATING HAS BEEN ESTABLISHED.
