Ray Allen is the best pure shooter in the NBA right now. His action is smooth and although he is not having the best season this year (largely due to team issues) he always shoots at a high quality including behind the arc.
The best clutch three point shooter has to be Arenas though. He is freaky behind the arc in close games and has won numerous games in the 4th quarter this year.

Steve Nash
Jason Kapono is quite good, but Nash edges him in the clutch. Even though Jason Kapono is a terrific 3-point shooter with a .566 accuracy, but he attempted fewer 3-point shots than Nash.
