They like to mix it up. The algorythms choose articles that may not have tons of digs but those who dug it have a wide diversity range.

This is due to the fact that the ranking algorithms account for new stories, and stories that have rapidly increased in diggs. obviously, stories on the digg front page with lots of diggs are able to get more diggs due to the very fact they are on the front page. so allowing new and emerging stories on the front page will allow for proper story rotation
