Well the President, who is Head of State is Horst Köhler--the President as Head of State is the official leader of Germany, although the President is more of a ceremonial leader.

The Chancellor, who is Head of Government and has real power, however, is Angela Merkel of the Christian Democratic Union party.

This is much like the U.K. where the Queen is officially the head, but Tony Blair has all the real power.
