There are a few items needed to answer this question:

What is the rate of ascent up the stairs?

Also, what is the mass of the person doing the climbing?

P=F*v(t)

the force is =m*g
Let's say the person has mass of 80Kg
F=80*9.81 N

How fast does the person climb the stairs:

Assume that the person climbs at approximately 3000 m/hr in the vertical direction

Then the instantaneous power is
80*9.81*3000 W/hr

Since it is 1 hr and kw

80*9.81*3
then multiply by $.08
