In a dark enclosed box measure the intensity of light for different angles on reflected incidence and compare to the source. ou can employ a photodiode or a phocel.
A few things are important
1. if you are using an artificial light source remember that intensity varies with a square of the distance
2. Your photo sensor is covered uniformly with light
3. the light collected is perpendicular to the surface of the sensor.
